Marla Oros, RN, MS


Marla is the founder of the Mosaic Group who comes to the table with an accomplished career in public health, academia, business management, hospital administration, and nonprofit organizational development.

She has worked vigorously to offer effective healthcare and community services research and consulting services. Marla continues to satisfy the needs of clients with a team of experienced professionals, working at the various levels needed to fulfill each project.

Krystal L. Billups, MPH


Krystal is a public health professional with experience and a track record of successful contributions in program development, implementation and evaluation, as well as quality improvement and project management. Krystal has experience working with government and community organizations to address the health needs of targeted populations, specifically in the fields of disease prevention and emergency preparedness. She has also worked in the private sector to develop and maintain sustainable performance improvement solutions, audit readiness and regulatory compliance. Krystal received her Bachelor of Science degree, majoring in Health Promotion from the University of Delaware, and her Master of Public Health degree from Morgan State University.


Sadie M. Smith, MSW


Sadie holds her Masters in Social Work with specializations in Community Organizing and Program Development. Since 2005, Sadie has worked across public and private sectors to advance communities and systems to improve the health and well-being of individuals. Sadie has a keen sense of how to deliver services to vulnerable populations and the ability to transfer that knowledge into programming that works. She is uniquely talented in developing individuals - clients and colleagues alike - in addition to growing strong programs and transforming organizations.


Dawn M. Brown, MS


Dawn has 15 years of experience in public health, specializing in behavioral health.  She believes that an integrated health care system is integral to improving health outcomes for individuals across the lifespan. Dawn has experience with the development and implementation of programs and systems at the provider and community level while using trusted change management principles to build comprehensive systems. Dawn is an accomplished trainer with expertise in behavioral health integration and resilience. Dawn holds her Bachelor of Arts in Psychology and Master of Science in Counselor Education, specializing in Community Mental Health, both from McDaniel College. 


Andrea McCluskey, MSW, RMA 


Andrea is an accomplished behavioral health professional who values using an integrated healthcare model.  She is dedicated to improving outcomes by developing, implementing and modifying comprehensive strategies for target populations specializing in criminal justice and co-occurring disorders.  She has worked at a variety of levels within complex systems to create successful outcomes for the populations she serves.  She has close to ten years’ experience providing oversight, auditing, training and supportive services.  She has also been involved in care management working to identify special needs for at risk populations.  Andrea holds a Masters in Social Work from Arizona State University and is a Registered Medical Assistant.


Ian Gershman, MBA, MA, CHC, CADC


Ian has over 25 years of experience managing the delivery of behavioral health services in varied treatment settings in the for profit and not for profit sectors. He has international experience and brings a strong world view in his approach to all work settings. Ian seeks to always create dynamic treatment delivery systems, and mentor and encourage the individual capacities of staff. Ian holds an MBA from Regis University and Masters in Education and Counseling from the University of Hull as well as certifications in Healthcare Compliance and Addictions.


Michelle Jefferson, LCSW-C, LCADAS


Michelle is a clinical social worker with 20 years of experience in direct service, administration, and clinical supervision. Across public, non and for-profit agencies, she has experience in program design, youth development, community organizing, violence prevention, board development, legislative analysis and disaster planning.  She has provided consultation in substance abuse programming, leadership development, trauma informed frameworks, mentoring, team building, and change management.  Michelle has a BA in Psychology and Criminal Justice from Indiana University and a MSW from Jane Addams College of Social Work at UIC.  She is in her final year as a PhD candidate in Organizational Leadership at The Chicago School of Professional Psychology.


Heather Raley, LCPC


Heather has over 15 years of experience working in the behavioral health field in Maryland.  She has worked at the state and federal levels to develop and implement screening protocols to identify patients in need of mental health and substance use disorder treatment, as well as provide direct patient care.  She is dedicated to helping people see and reach their potential in living a healthier lifestyle.  Heather holds her bachelor’s degree in Psychology from Gettysburg College, a master’s degree in Clinical Psychology from Towson University and is a Licensed Clinical Professional Counselor.


William S. Pak, MPA


William is an experienced analyst with over eight years of experience in both the public sector and research setting. Before joining Mosaic Group, he worked as a Health Policy Analyst at the Maryland Department of Health and Mental Hygiene and a Research Fellow at the University of Baltimore’s Schaefer Center for Public Policy. His areas of interest include behavioral health, health disparities research, and long-term care. He received a Bachelor of Science degree from University of Maryland and a Master of Public Administration from University of Baltimore.


Frederick H. Strieder, PhD, MSSA, LCSW-C


Fred served as Director and Clinical Director of programs at the Kennedy Krieger Institute and University of Maryland Baltimore.  He has provided and designed mental health and child welfare services as a practitioner, supervisor, administrator and consultant. This comprises extensive consultation, supervision and training in the practice of family therapy and best practice models for children and families who have experienced trauma, specifically complex developmental trauma.   He has participated in numerous federal and state funded grants that includes research about community-based family service models addressing trauma, grandparent-headed households and the implementation of Motivational Interviewing learning strategies.
