Marla Oros, RN, MS


Marla is the founder of the Mosaic Group who comes to the table with an accomplished career in public health, academia, business management, hospital administration, and nonprofit organizational development.

She has worked vigorously to offer effective healthcare and community services research and consulting services. Marla continues to satisfy the needs of clients with a team of experienced professionals, working at the various levels needed to fulfill each project.

Krystal L. Billups, MPH


Krystal is a public health professional with experience and a track record of successful contributions in program design, development, implementation and evaluation. Krystal has experience working with government and community organizations to develop scalable, adaptable and impactful population health management solutions. She has also worked in the private sector to implement and maintain sustainable performance improvement strategies, audit readiness and regulatory compliance. Krystal received her Bachelor of Science degree, majoring in Health Promotion from the University of Delaware, and her Master of Public Health degree from Morgan State University.


Sadie M. Smith, MSW


Sadie holds her Masters in Social Work with specializations in Community Organizing and Program Development. Since 2005, Sadie has worked across public and private sectors to advance communities and systems to improve the health and well-being of individuals. Sadie has a keen sense of how to deliver services to vulnerable populations and the ability to transfer that knowledge into programming that works. She is uniquely talented in developing individuals - clients and colleagues alike - in addition to growing strong programs and transforming organizations.


Dawn M. Brown, MS


Dawn has 15 years of experience in public health, specializing in behavioral health.  She believes that an integrated health care system is integral to improving health outcomes for individuals across the lifespan. Dawn has experience with the development and implementation of programs and systems at the provider and community level while using trusted change management principles to build comprehensive systems. Dawn is an accomplished trainer with expertise in behavioral health integration and resilience. Dawn holds her Bachelor of Arts in Psychology and Master of Science in Counselor Education, specializing in Community Mental Health, both from McDaniel College. 


Ian Gershman, MBA, MA, CHC, CADC


Ian has over 25 years of experience managing the delivery of behavioral health services in varied treatment settings in the for profit and not for profit sectors. He has international experience and brings a strong world view in his approach to all work settings. Ian seeks to always create dynamic treatment delivery systems, and mentor and encourage the individual capacities of staff. Ian holds an MBA from Regis University and Masters in Education and Counseling from the University of Hull as well as certifications in Healthcare Compliance and Addictions.


Heather Raley, LCPC


Heather has over 15 years of experience working in the behavioral health field in Maryland.  She has worked at the state and federal levels to develop and implement screening protocols to identify patients in need of mental health and substance use disorder treatment, as well as provide direct patient care.  She is dedicated to helping people see and reach their potential in living a healthier lifestyle.  Heather holds her bachelor’s degree in Psychology from Gettysburg College, a master’s degree in Clinical Psychology from Towson University and is a Licensed Clinical Professional Counselor.

Iesha Brown-Pygatt, MS

Senior Behavioral Health Consultant

Iesha brings a wealth of experience in supporting children and families through direct care, and program leadership and development. Iesha is skilled in consultation, assessment and intervention of behavioral health systems. She has developed, coordinated, and implemented strategic planning for training initiatives and systematic approaches around trauma informed practices. Iesha received her Bachelor of Science in Psychology from Morgan State University and her Master of Science in School Psychology from Philadelphia College of Osteopathic Medicine.


Leah Walker, PhD, LMFT


Leah is a licensed marriage and family therapist with over 20 years of experience in direct service, administration, and clinical supervision in various treatment settings in the profit and not-for-profit sectors. Her areas of focus in behavioral health have included program design, quality improvement, risk management, staff training, and legislative analysis. Leah has a Bachelor of Science in Psychology from Georgia Southern University, a Masters in Family Studies from Mercer University, and a PhD in Family Relations from Florida State University.

Isabel Shargo, MPH

Program Associate

Isabel has experience in a wide range of public health topics including food access, behavioral health, maternal and child health, and health equity. She focuses on population health and program improvement planning and incorporates data analysis to improve the health of people and their communities. Isabel holds her Master’s degree in Public Health and a Bachelor’s degree in Environmental Science.


Frederick H. Strieder, PhD, MSSA, LCSW-C


Fred served as Director and Clinical Director of programs at the Kennedy Krieger Institute and University of Maryland Baltimore.  He has provided and designed mental health and child welfare services as a practitioner, supervisor, administrator and consultant. This comprises extensive consultation, supervision and training in the practice of family therapy and best practice models for children and families who have experienced trauma, specifically complex developmental trauma.   He has participated in numerous federal and state funded grants that includes research about community-based family service models addressing trauma, grandparent-headed households and the implementation of Motivational Interviewing learning strategies.
